traps are the muscles at each side of your neck that many people call "neck muscles"

Not necessarily. Doing shrugs primarily targets the upper and mid portions of your traps. If you want to work the entire neck, there are multiple angles and exercises you need to incorporate.

The neck can be divided into two triangles, the anterior and posterior triangles, separated by the sternocleidomastoid muscles.

If you want to build the muscles of the anterior triangle, you need to do anterior flexion exercises. Likewise, if you want to build the sternocleidomastoid muscles, you need to do lateral flexion and torsion exercises. Doing posterior flexion exercises will work the trap attachments to the base of your skull as well as the deeper muscles of the posterior triangle that I haven't mentioned.

    I agree with you both!!!
They are indeed separate muscle groups as cited by CSAR, but for bb'er purposes that do not require specialized neck-oriented exercises (but rather trap work), they are synonymous as pointed out by Big.
