for the best results I would reccomend 30-45 min first thing in the am on an empty stomach AND 30 min pwo keeping your hr between 110 - 130....
but like what was just stated, its up to your goals also.....
Unless you are doing it for a warm up cardio is done post workout.
definitely 20-30 minutes after lifting, thats what i have been told

remeber cardio burns energy, and depletes glycogen
so doing it before wieght training will only hinder your weioght training since ull be depleted and tiered already
however if you do it after training you can get a good workout, then after weights burn off a little fat and energy you have left over
