Necessary? I'd say no - but it wouldn't hurt. If you do cardio let's say first thing in the morning on an empty stomach, then i'd say yes it's necessary, to minimize catabolism.

I would take it either 1 hr before or immediately after workout. I try not to eat anything or take any protein drinks less than 1 hr before or I get the burps.
If you want to lose muscle don't eat anything after a cardio session, works like a charm.
