i use partials when doing heavy barbell bench and it works good for me, great pump and my shoulder feels better than when i go all the way up.
imo your should never lock out on a shoulder press especially if your going heavy, your shoulder is one of the weakest joints in your body due to its great range of motion you dont want to put any extra strain on it. as for chest i dont see a problem with it. sorry about the tangent.
depends on what purpose you have of doing the partials. If it is to increase lockout strenght in the benchpress then yeah lock the weight.
If you do it for any other reason then dont lockout the weight.
locking out makes your chest rest so no good from a bodybuilding point of view. But crucial for a powerlifter so it depends on your goal.

Who would ever do partials, unless you have a mental or physical inability. They are - and most everyone that has any experience with properly researched weight lifting knows - a waste of time. Do the rep correctly with excellent form and you will actually see the results! Just a thought
don't lock out, u give urself a rest, if u go almost to lock but not quite lockout, then u keep the strain on ur muscles throughout the whole movement, and still get pretty much the fullest range of motion.

Never lock out, takes stress off the muscle and puts it on the joints, not as good of a workout.
