Decline bench is the best exercise to increase the size of your lower chest.

Incline bench and incline flyes, if that doesn't work you might need to look for a "manzeer" or a "breaux".
i was thinking a smaller lower chest is whats making it sag, and a fuller lower pec is going to help him. I didn't think about too much decline could be the problem. Your chest routine should have both incline and decline along with flat bench for a full chest.
regular bench and decline would over work it. Now if you do dips, flat, incline, flys, and maybe pullover youll be fine and happy

How is your bodyfat level? Lots of fat dudes have saggy chests which can easier to fix by sheedding some bf than adding more chest work.

i agree most people with excess body fat have perfectly formed pecs under the fat.
