Also my shoulder is fully healed and back at 100% for lifting-
front and rear barbell shrugs, and dumbbell shrugs.

Sit at the edge of a bench with an EZ bar with heavy weight (enough to do 10-12 reps with very strict form). The bar should be behind your legs and then shrug the bar up and go slow on the negative to feel the muscle. Let me know once you try it if you felt it was effective. Make sure to keep your shoulders back and stick your chest out.....
