Chubby gut???

I have been on a cycle for about a week now, and I have noticed that my waist has gained about an inch. Is this normal for sustanon or any other form of test? Could it just be the water retention? My diet is clean. I am in a job that has height and weight standards, and since I am over my max weight, I need for my waist to stay small. Thanks for the help.
