I'm fairly certain he was going with the old term "none of these cotton pickin'...." and then realized how that term would be YouTube-ized and taken out of context.

I have to agree with Act of God he was referring to rice and then began to make a generalized statement of politicians as a whole....These caster have to be so careful as to what they say these days so it doesnt get pulled out of context or misunderstood and posted on youtube...
