I am a lot like you in the sense of size I think. I have a small boned frame etc. I am currently 28, 6'0" 185 lbs. 18% body fat. When I was 18 I was 5.6% body fat and I can really see the fat on my stomach, back, chest like you mentioned. I used to do tons of cardio but I would suggest you look into the HIIT program. I just started and can see some progress already. I do mine on a treadmill:
4 min warmup at 5 mph. 1 min sprint at 10-12 mph. 1 min walk/jog 3.5 mph.; do the 1 min. sprint 1 min walk 8 times.
Just increase it or modify it for yourself and do it 2-3 days a week. It only takes 20 minutes and you will notice results within a week. Good luck.
