I agree, but my concern is that it would be like the license agreement when installing new software. We've all seen software that has the little box and you have to check that you agree before proceeding, but most people just check the box and rock on without ever reading the agreement. In theory it's a great idea but we would still have our share of guys who said they read the rules just to proceed.

I think that's a good idea, ask a bunch of relatively simple questions, and if they don't know them, they're welecome to keep learning as a guest.
