He would have to get it back into suspension before re filtering, you can't filter crashed gear it wont pass through the filter it (at least the crystallized hormone that you need wont) and re filtering does not solve the problem that caused it to crash in the first place....

If the proper adjustments aren't made like adjusting the mix of BA, BB, EO or whatever the case for said gear is it will crash again....
