I dont think your BF% is 12. According to me it should be around 10%. What kinda machine did u use to measure it? The one which you just hold in your hand or the one which gives you the detailed report printout.

According to you? What method did you use to determine his bf%, ht/wt? He looks 12%ish to me as well.
