That's what I've always thought too, but what gets me is that its the same system hitler used. Red/Blue/Green. Practically EXACT. Have you heard of that?
Red were to be arrested before martial law and executed
Blue were to be arrested upon the announcement of martial law
Green were to be detained.
This is from the book,
Heydrich and the Gestapo”, we read the following: QUOTE.
A highly developed system of lists and card indexes kept track of every conceivable opponent of the regime. The Gestapa [sic] in Berlin and its out-stations in the provinces kept a so-called “A” card index, wherein “dangerous” enemies of the State (in the Gestapo sense of the word) were divided into three groups:
Group A1, distinguished by a red tab on the left of the card, consisted of opponents of the regime who were to be arrested as soon as unobtrusive preparations for general mobilization [for 1997 US purposes, martial law] were initiated.
Group A2 (Blue Tabs) listed persons to be arrested on a public announcement of mobilisation [martial law].
Group A3 (Green Tabs) consisted of persons who were not security risks but who, in Heydrich’s words “in times of stress…must be regarded as dangerous politically, that their apprehension or close supervision [in/at Himmler's concentration camps] must be considered”. UNQUOTE.
