    Either way, the officers should not have been hitting and kicking him. It was 2 officers on one small guy. They could have taken control of that situation without physical force in that precise manner. The beatings to the chest and kicks by the bigger officer were uncalled for.

    The problem is he's resisting arrest and they are trying to subdue him. He's grabbing onto that bridge fence to keep them from arresting him. The point is that the cops have indicated to him that he is under arrest, if he doesnt comply then they dont know what hes gonna do but it is their responsibility to take him into custody.

    BTW, he took a swing at the bigger cop. The guy is grabing the fence with his left arm and punching at the cops with his right. You can see the cop on the right trying to dislodge his arm (he isnt hitting the guy) but the cop on the left is defending himself from the punches the dude threw.
