That doesn't talk about drugs. It's a link to the population decline in state prisons, and it discusses how they are doing it - by not imprisoning 1st time offenders and drug possession charges.
And if you're basing your calculations on the number listed there, then you didn't add the federal prison count.
I don't disagree with your premise that drug offenses are too high, that a number of drugs should be legalized. I don't doubt at this pace we'll reach those numbers, but we just aren't quite there yet.
