when a package get's seized is it possible to not leave a seize letter from customs?

I'm not sure I understand your question but if you're asking if customs doesn't always send seizure letters, then the answer is yes. In Canada they pretty much never send them and in the US they sometimes don't send them

US is the same. Sometimes a letter, sometimes pamphlets, sometimes nothing.
