When there are not enough jobs and opportunity and they are forced to live in rat ridden run down projects and the only way they can live is by prostitution, or selling drugs, or other contraband, would you expect anything less of a group? Reverse this effect and say all of another ethnic group has slim to no chance of decent paying jobs and opportunities and the results would probably be the same time after time. Unless or until everyone is giving truly equal opportunities then no one is safe. And as the economy only worsens so does the crime. People have to survive and unfortunately some take what they think is the easy way about it without thinking about the consequences. But as far as drugs they are a problem all across every group. Look at oxycontin in West Virginia. It is so popular amongst the hill people that it's slang is Hillbilly Heroin. And the crime rate is bad amongst their their own and they are mostly white, but poor. Again, poor and crime. It knows no color...
