Buy more bac water, you'll need 20ml, buy 1 20ml syringe (for mixing), buy 20 1ml syringes (for injecting).
With the 20ml syringe, withdraw 20ml of bac water, then gently drop 1ml of these 20ml on the 5000iu hcg powder, look and make sure the solution is not cloudy, then very slowly withdraw the reconstituted 1ml solution back to the 20ml syringe.

Gently roll the syringe around so it get mixed. Never shake the syringe. Now every 1ml equals to 250iu. When you want to inject, remove the needle and withdraw as much as you want with the smaller syringes through the nozzle. Store the 20ml syringe in the fridge, away from the fridge light, and not in the door. Replace the needle on the syringe when storing.

You'll need to roll the syringe around every time you want to inject because the hcg would settle at the bottom when it's stored.

Just do 2 ml, I've never in my life heard of someone reconstituting hcg with 20ml of bac water. Also bacteriostatic water has ba in it and contains no saline to my knowledge.
