Tracked?

Ok, so a while ago, someone I know ordered stuff thru the mail. he got the package almost 2 months after he ordered it (much longer than was anticipated), and when he looked at it, he noticed that the envelope was opened with a box-cutter or sissors, resealed, and had "Testosterone" written across the back of it. This person was wondering what this means. Is his stuff being tracked? Should he be worried, and should he stop ordering stuff? This happened last year and he hasn't ordered since for fear his stuff is being tracked. But I always thought that if your stuff is seized they send a letter.

It wasn't seized, so why would he get a letter? It means that the customs agent that opened it was having a good day and decided to let it through instead of seizing it. Nothing to worry about.

Tracked for what purpose? They already have the address, why would they need to track it? If the package got there, he is good to go. If they seize it, they send you a letter, they dont say F it and send it to you anyway.... And if they were going to arrest him they would have already done so.
