Of course not a professional, but a friend of mine was like that. He had a very large upper body, wide shoulders, a deep chest, big arms, the whole nine. I even knew women that thought he was just too big. But he had little ity bity bird legs. People that knew him, thought he was on steroids, because his upper body got so big, but from the waist down, he was exactly the same. He did eventually start to work out his legs when he went into the Marines.

I've also seen a couple wheelchair bound men that had big upper boddies, but of course that's because they couldn't work out their legs.

I guess my point is, it can be done. It just looks stupid and if you're focus is the scale, you're crazy not to work out your legs, because those are the muscles that can get the largest and weight the most.
