HCG 250iu twice a week not working for me

How long is a single bottle of HCG lasting you? It is good for at most about 8 weeks in the fridge, I can tell a difference in potency after 6. If you are keeping it around longer it might explain why its "up and down". I would go to 250iu/3x per week though.

Apparently its ok to freeze HCG to extend its life. Dr Crisler said something about this within the last month.
