If you're planning to run a 8-10+ week cycle I really don't see the point in using Prop. Prop is more intended for shorter duration cycles, for example if somebody was running a 6-8 week cycle Prop would be most beneficial because if you were to use a long ester like C or E you wouldn't even get to the prime of it.
If you are going to run a long cycle (10+ weeks) go with E or C, unless you just like sticking yourself lol.
In regards to cutting or bulking it has no effect on what kind of Test you use, they're the same. The only thing that changes your cycle into a bulk or cut is the way you eat on cycle, not what kind of Test you're using.
