OP your ether under training or you simply just dont know how to workout. you can debate this fact all night you want but I find it hard to belive that anyone can get a PROPER and EFFECTIVE workout in your 30-40 minutes (pick one). You prove what i say right by your post above. I have yet to meet someone that give it their all after a set and is able to jump and do another set in this 20-40 second window as you state.
