With respect to age, yes, you will shut your natural testosterone production down anytime you use an exogenous (outside the body, such as a pill or injection) testosterone source. In younger guys, the endocrine system, regulated by the hypothalamic-pituitary-adrenal axis (HTPA) which controls many processes, including digestion, immunity/health, mood, emotions, sexuality, and energy storage and expenditure, is still maturing until approximately 25 years of age. Taking an exogenous compound (i.e. steroid) will shut the HTPA down since the steroid will down regulate (i.e. shut off) your natural testosterone production. Impairment of the HTPA before it completely develops could have long term effects and interrupt many of the processes the HTPA regulates under normal conditions.
There really are no hard and fast rules about who is susceptible and what the short and long term damage could be, but as a general rule, we often advise that any one under the age of 25 wait until they reach at least 25 before they consider taking substances that could otherwise have permanent, lasting effects (e.g. loss of sex drive, depression, erectile dysfunction, etc). With the right nutrition and weight training plans in place, you can maximize your growth through your natural testosterone production now, thereby leaving your normal proesses in tact to fully develop before undertaking a cycle.
