That is how a Federal system of governance works, according to the 10th Amendment any powers not specifically delegated to the Federal government are reserved for the States. States have the RIGHT to make their own laws regarding drugs, education, etc, because the Federal government is not given those powers anywhere in the constitution. The entire point of the United States was to have a weak central government, or a 'decentralized' government. The idea of '50 labs of democracy' is actually what makes this country unique.
