    My rear delts don't tend to respond very well either.

    Although I don't think there is a "best" exercise, here is something you can try.

    Do seated bent over rear delts DB raises like you normally would, except instead of using a palm-in grip, use a grip so your palms are facing the wall behind you. I would also use a 6 second negative. Hope that helps.

    Palms facing behind you works awesome for me, you can do it standing also, raise the db's on an angle sort of. I find do cable cross overs at shoulder height works really well (same as bent over but with cables), makes lower traps burn too.

    I like rear delt lat. raises on a 45 degree bench.
