Well, since it seems like the majority of these terrorists are Muslim and are 100% prepared to die for their act of terrorism, killing them even publicly will not deter them. In fact, it'll probably inspire more since they'll be heralded as martyrs.

What we need to do is make the punishment so severe that they will refuse commit the acts of terrorism. If we handled these Islamic terrorists exactly like how Pershing handled them in the Philippines, we might actually cut the incidents down.
