How about building a pressure treated wood foundation...

That's what I have and placed on concrete blocks on the gravel. 10 years and No signs of decay

^^This is exactly what I did. I didnt even put dirt down, just put on lawn with pressure treated foundation on blocks that are a couple inches thick. Been a couple years, sos far so good. Only issue is an animal can get under there, so I think this year I will border it with stones or pavers so they cant get under it.
