It's all by design man. It's just the way our bodies are made. If you were to gain extra weight where would it cause the least problem? You wouldn't want it to be around your ankle or your neck. Around your waist causes the least disruption. The last place we lose weight is around our midsection. Fat in this area also provides insulation and protection for internal organs. So in short it's just the way we're made.
