    I would draw the oil base into the pin first before I draw the HCG. There's less change of getting oil into water versus water into oil.

    ^^^ This. Plus oil usually requires negative pressure to fill the barrel in a timely manner. HCG loads very easily into a pin. Just be mindful that water requires less pressure to inject than oil. This means that if you apply too much pressure in the beginning there is a chance the water will jet out and cause PIP.

    If I were to do this would I need to pull air into the syringe after pulling the test, then push ir into the HCG before drawing it into the chamber?

    Yes, the amount of product you draw should be replaced with an equal volume of air.
