    First off, this is certainly a scam.

    if this were legit (which it's not), a repo man can absolutely own the car, in fact, any business can. You can put a lein on anything, if it's not handled you own it. Even a house.

    If it was a lender that went bankrupt or bought out and didn't pay tow and storage bill, tow company can put a lien on the car.

    I got one right now that a tow yard sniped from a financial institution


    But, when it comes to this kind of shit make sure to cover your ass. Clean & clear title in hand, check for leans with the DMV. It's not a typical way of business in most cases.
