Obama can't be impeached. The constitution states: "The President, Vice President and all civil officers of the United States, shall be removed from office on impeachment for, and conviction of, treason, bribery, or other high crimes and misdemeanors."

An Executive Order, however misguided, does not fall under any of the above requirements. If the requirements are met, the House brings forth impeachment charges and the Senate rules on conviction.

When it comes to an Executive Order, congress can move for the Supreme Court to rule on the constitutionality of the order. Will congress fight it? Impossible to say, at least to what extent since they've allowed him to do whatever he likes for 7 years and have only recently started fighting him somewhat. The good news is the order will face some level of democrat opposition along with most republicans since many democrats who are elected are from 2nd Amd. supporting districts or states. However, because it's an Executive Order, and because he's now in his last year, a court ruling is pretty much the only thing that will stop it.

Are you sure that executive orders are precluded from moving on impeachment? I thought that a judiciary committee can review eo's to see if they qualify as impeachable offenses. (I am not a lawyer.)

I dont think they review them just to review them
But i think you go through a process to bring it to court and then you can have the ordered discussed and possibly over turned in court
