I think that's actually wrong now I look at it, and info doesn't seem to be easy to find. To my knowledge: It triggers lipolysis (stored fat to free fatty acids) so it is readily available to be burned (oxidation). If it is not burned it gets sent back to storage. So using frag any time besides before exercise doesn't make much sense (like the common recommendation of splitting it twice a day, but that works great for the people selling it)
