Quality food doesn't have to be expensive, keep it unprocessed is all oats, potato's, rice and chicken and eggs are all cheap..
Problem is with a caloric surplus how will you lose weight? Trying to bulk and cut at same time is not a good idea imo unless you have a lot more tools and knowledge at your fingertips
You're pretty high in bodyfat to start a bulk imo I would clean up some of that while you get used to your new diet and get your body ready for hard training..not being critical man sincerely trying to help..you could do a recomp and stay similar weight and look much better because your lean mass will be higher..
