Is that why after HCG you need Clomid/Nolva?

So taking Clomid and Nolva while on HCG would prevent that from happening?

It would be similar to taking HCG while on Testosterone to prevent balls from working?

Or am I getting this all wrong?

Yes. And this is why HCG is either recommended to run throughout the cycle or towards the end but before PCT.

Nolva is a serm. Completely different.
