I think the real reason South Dakota is better off than say New York is simply due to population density.

SD has 11.3 people per square mile
NY has 421 people per square mile

In order for a virus to spread it needs to come in contact with other people....

For every person you come across in SD, you'd come across over 37 people in NY.

Hence why social distancing was put into effect.
