Well you haven't said what sort of plateau you've hit. So that would help.
You should be quantifying your diet. That's the only way you'll know what and how much you're consuming. How can you accurately make changes if you don't have numbers to work with?
And as for "complete rest," I wasn't just referring to sleep. I was referring to time between when you work that body part in the gym. Are you giving it enough time between workouts? When you're not working it out, is that body part actually resting? Or are you doing other things with it (like labor, sports, etc.)?
