It looks like a little bit of a script they have included in every page, not exactly a pop up. This would be why pop-up blockers aren't catching it.
I don't know any of this for sure, but I can peep page source a little later and see what I see. Because now I'm curious lol

It's down to about once a day for me. If I haven't posted in 6-8 hours and refresh the page, I get it that one time. The rest of the day it doesn't happen.

Make it per session, not on every page load. It's obnoxious on every page load!
Also, on mobile at least, when I log in, if I'm not careful that thing will pop up just as I'm going to press the login button and I wind up clicking that stupid ad!
