    is that how striations are formed...when all the water is out of the muscle?

    striations are in everyone's muscle.. it's just you can't see them without low body fat.

    No, that is the texture of a muscle. Maybe water can make it slightly less or more prominent but the determining factor is your body fat. All muscle is something like 70% water if I remember right and you're not getting rid of that.
