Sellin without possessin,any consequences?

I wanna clear smth up 4 myself -lets say someone sells gear on the Net without acctually possessing any gear.Just running the website & stuff like that.U know what I mean?Can someone get into some legal trouble 4 taht?I mean even if they track U down & raid your house they won't find anything,right?Will there be any consequences?
& can someone get in trouble for selling clen,T3,T4 etc.not shedule 3 drugs?

Well, if you sell fake drugs under the pretense of beign the real deal they can get you for distributing all based on intent, so why not selling stuff you never see? You see, selling drugs is illegal.
