well I imagine that any law enforcement if they really thought they had a big time dealer could go in with a search warrant and have the company un encrpyt the message..Then they have your IP addy and find you. point being, they are suppose to be in another country, outside the USA jurisdiction.. with that said..
i can break a 16 character alpha numeric with spaces and symbols password in 24 hours max on a workstation.. but hey, it's what i do for a living..
the Gov can do it in 10minutes..

Regarding emails or web searched, a search warrant is not needed to track your IP address and retrieve who you have been chatting with, all is needed is an administrative subpoena. For personal purchases I can say they will not bother with you, but if you are selling BIG TIME, well all I can say is look over your shoulder.
bottom line fact is that if a govt. law enforcement or intel agency really wants to they will tell u within 12hrs what u eat, who u shag and how many times/day u take a dump... *laffin* ... but also a fact is that it costs money and resources to do so - meaning they will not invest either of the two without havin a damn good reason to do so. current political landscape has two major interests in picking up on emails, calls, fax's etc ... large amounts of money being transferred from flagged countries or individuals and communication of political content classed as subversive.
Either way or the other IMHO u have to be very very explicit, obvious and on top of that involved in extraordinary amounts of gear to become a target.
