Ordering Powder

I'm ordering some powders from china and I plan on making my own batch. If the powders get caught at customs how ****ed am I? Technically the powder isn't in useable form so I shouldn't get chit right? Just like we all have the items to make meth but until we make it we haven't done anything wrong

actually if you get caught with powder it's worst than with done product, because it means that you plan to resell it.

And normally buying powder in small quantity(personnal use) is too expensive to worth the investment...

so you risk more by doing that.
