it says march 2004 this would come into effect, and we';re past march, so well hm

That only matters if its inforced, which like many many other laws in China it won't be in all likelyhood. They're only doing it because of the effort to clean up the Olympics and appease the international community, so basicly its there in writing but just to make the rest of the world happy.
