Custom Seiz Fraud Need Help

Dear Friends,
First Hi to Everybody. I am kind a new here and i want some advice about the situation i am going to tell.
With a friend of mine we have ordered some juice from a website. We gave my friends address for delivery. After some time i tracked the package and it says DELIVERED and signed by my friend. I went to his place and he said the package has arrived but the gear inside is missing! . He said instead of the gear there was a piece of paper which comes from custom and it says your package was containing illegal stuff so we took them. He said also the package was ripped apart when arrived.
I really want to ask : Customs seiz the whole package right? They dont take the juice , put some paper and let the package go?
I am sending the paper as an attchment and please give me some advice.
I will kick his ass so bad according to your comments

yep, I would get out the steel toe. from past experience and from what I have read, they take the package and send you a letter. some times they want a responce, but normaly they just tell ya the took it

I couldnt add the attachment because i says INVALID FILE and ERROR

I have had packages delivered with letters inside of them. and also received no package and just a letter. It all depends if you orderd other items (i.e. clomid).
they will still deliver any item that is not considered a controlled substance and include a letter for the stuff they took. If they seized it all, generally they will just send a letter. Also, How long did it take to receive the package? If they hold it in customs usally it will take a few extra weeks to receive it. I had one package seized and it took 4 mo. to receive a letter (that time they kept the whole package).

send me the photo through email, i am holding that same letter in my hand right now i will tell you if its legit.

But basicly getting an empty box with a letter in it sounds like bullshit to me.
