Steroid Effectiveness Chart, Question????

I was looking at the chart and it gave Anavar 4 stars and Halo only 2 stars. I don't understand this b/c I was under the impression that nothing gives strength gains better than Halo, right?

Anavar is actually a great steroid for building strength but must be used at somewhat high dosages to be effective.
