No heavy lifting often refers to no strenuous activity. Rest and do what the doc says.

My doctor told me the exact opposite I think his exact words were 'give it hell'. Nothing alleviates pain better then those shots.

Not sure if you're serious but if so that's about as ignorant as anything I ever heard a dr say.

Depends on the condition that leads to the shot. Mine was a shoulder impingement that was caused by a car accident that lead to tendon swelling. The shot itself reduced the inflammation. I asked if I could workout as I had already been in physical therapy for weeks and hasn't been working out. He said 'you are fine, give it hell'. Four weeks later I got a booster shot of 1 ml (first shot was 3ml) and I have been fine since. Last shot was in late February.

I am assuming he (OP) has more then inflammation. My mother received periodic shots over the years and eventually had to have a replacement surgery (right shoulder). Cortisone is catabolic, if you aren't actively working out the shoulder muscles when receiving those shots, in the long run you are causing more damage by weakening the shoulder joint. Shoulder joint is a loose joint held together via tendons and muscles pulling it all together as it pivots. Weakening of these muscles is a major problem and why they restrict the frequency of these shots in the first place. I was on HRT, taking anavar (prescribed), and instructed to workout. And it worked.
