Im guessing they also know more than they are letting on to the general public. Ever since that "untraceable" steroid was uncovered, a lot of new investigations have begun.
Im guessing they "CAN" prove they were on steroids and are giving the athletes a chance to so call "resign" keeping their previous status intact. If the athletes choose to fight it, Im sure proof will be dug up and the athletes will be discredited of their medals.
