Hey guys. This should be common sense that athletes especially BBer's in this case would wanna keep insulin low at all times as this is a "fat storing" hormone. Now why would we want to use insulin if it spikes the insulin so high. Wont it encourage fat storage??

Yes it does encourage fat storage but if used correctly you will boost the recovery process significantly without storing fat.

Does it build muscle mass or just water weight from all the extra glycogen in the muscles lets say i am planning to start what would be a good dosage for a newb?

Insulin itself actually has nothing to do with the buidling of muscle cells. What insulin does is shuttle nutrients into cells which leads to greater recovery, and greater recovery leads to muscle mass, strength and weight gains.
There is a lot of insulin info here so use the search function.
