Yes, sex does effect test levels somewhat. Actually your test level will slowly increase the longer you go without ejaculation, but this peaks in about 7 days and levels off.

The effect is still pretty small and not having sex will not hasten recovery time. Its actually wise to have sex/masturbate during and after PCT to make sure erectile hardness and testicular mass is normal. Thus suggesting recovering test and DHT levels.

If that's the case would it make sense for those who are dedicated enough to ejaculate as little as possible.
