Side effects of toremifene when not using it for a PCT?

I have a friend who, after abusing drugs for some years and having low testosterone as a result, wants to use toremifene to boost his test levels in a more "natural way" then steroids would.

What are the side effects and long term damage of occasionally using toremifene for say 4 weeks at a moderate dose (~30mg/day), then tapering off? Note: this is without doing a cycle before hand.

Also, if his test levels were low due to drug use (his doctor said opiates can block the signals that release LH and FSH), will there be any long term increase of test after he discontinues using it?

I was interested mostly in the long term hormonal effects. Will using a SERM for approx 4 weeks at smallish dosages create lower test levels in the long run? Or cause any damage to the body, testes, or HPTA axis?
